I doubt those rules are necessary because they don’t meet the basic needs of the supported OS versions. They haven’t been revised for a very long time. Windows 10 adds these as packages, linking to the Windows Side-By-Side setup area (WinSxS) for easy removal if needed. This setup also requires extra space to hold temporary files during replacement, and installing .net 3.5 (plus .net3 and .net 2.5) would likely need at least 2GB, preferably more. Clearing unused programs and running disk cleanup might help the process.
I believe you're using a Windows To Go setup from a USB drive, with ample 128GB storage available. The partitioning you did—allocating only 32GB for Windows—was likely done to manage space efficiently. Windows 10 needs just 20GB, but this assumes a fresh installation without ongoing updates or system maintenance. Running Windows-To-Go means you receive an image containing your workspace, which is refreshed periodically by an administrator without requiring constant local storage. This approach isn't designed for everyday use by regular users.
I lost my laptop with 500 GB and it froze. I ran Windows on a USB to get back my files since putting Windows directly on that drive would erase everything. I was pressed for time, so I created a 32 GB virtual disk. I used WinToUSB to set it up, which installs Windows using an ISO file—not the regular version. It’s not called Windows To Go.
This setup results in a Windows To Go workspace. There isn't much more to add besides the previous advice, which is that if you stick with your current configuration (using a Windows To Go setup as a standard Windows machine), you should definitely rebuild your USB drive with a larger Windows partition than 32GB.
