I recently purchased Just Cause 3 during a Steam sale. It launches without needing to enter the login screen, but the loading bar freezes around the two o'clock mark. The inner circle continues spinning and the tips keep shifting. It runs on a Ryzen 7 1700X, 3.95GHz, 16GB DDR4 3200MHz G-Skill, GTX1050 Ti 4GB, using Windows 10 creators. It wasn't that Ryzen was struggling with 3200MHz memory. You can adjust the BIOS settings to about 2900MHz for testing, and if needed, simply reinstall or re-download the game.
I have restored and confirmed the game. I attempted to eliminate both CPU and RAM overclocks (3.4GHz OC and 2400MHz respectively), but nothing has improved. I plan to test it on my laptop next.

Intel HD graphics support is why I have a desktop setup. I mainly use my laptop for school notes and nothing else. I wasn’t sure it would run smoothly, but I’m trying to see if it can load properly. I’ve gone through the first hour of gameplay, and it seems engaging. The story isn’t deep, but open-world destruction sounds exciting.

Do you have GeForce Experience installed? Check if the shadowplay option is off; it won’t activate in Just Cause 3 when in is enabled.
Thank you for the advice. Unfortunately, I haven’t had success with GeForce Experience (shadow play turned off or on) or without it. I just installed it today, as a friend mentioned that using GeForce Experience fixed the issue (it didn’t). I’ve also checked both NVIDIA driver versions for my graphics card—375.70 and 382.33.
I faced the same issue on my desktop with that game. It would freeze and show a black screen. When I pressed Alt + Tab several times, it would load again normally. After adjusting the game's resolution to match my monitor, it worked fine the next time. Try this method.
