If the Microsoft USB maker is functioning, I’d recommend trying Rufus—it’s proven effective for creating bootable Windows USBs beforehand. Simply download the ISO file and run it through Rufus to generate the USB drive.

The error typically appears during the download phase of the Media Creation Tool, not before. It may seem like the tool hasn’t started downloading yet, but the issue usually arises once the download begins.

If the issue lies with USB, attempt to remove all partitions in Disk Management. Then scan your USB drive using a tool like Victoria or a sector scanning utility to check for bad sectors. Also, try executing the media creation tool with administrative privileges. Someone suggested creating a partition and formatting it as FAT32, then copying MCT to the USB and running it from there.
