I don't understand what's happening with your system. Enabling XMP causes it to refuse booting, showing a black screen and then returning to the Safemode splash. Lowering the speed from the default 3000 didn't help either. Could there be an issue with the settings or hardware?
Confirmed the reading. Timing matches 16-17-17-36 and voltage is 1.36v.

I investigated further and noticed several problems with this specific model, especially regarding XMP settings and boosting RAM beyond the default 2133 MHz. Users with 3600 MHz often reached a ceiling of 3300 MHz. One workaround is limiting your RAM sticks to just two in A2/B2 channels (the farthest from the CPU per slot). Another approach was using all four sticks at once, though you already have that setup. Adjusting timings manually can also help, but it might not improve performance as much as increasing speed. If you haven’t done so, consider updating your BIOS to the latest release. As a last resort, you may need to replace the motherboard if none of these solutions work. From my experience with Asus boards (390 and 490 series), they generally handle overclocking better than most alternatives. The 370 series should also manage it without issues.
