Heyo, I assembled a new PC with 9800x3D, Gigabyte X870 Eagle, and RTX4070 TI Super. Detailed specs are available here. I used Windows 10 (likely version 1709, Fall Update) with a USB flash drive, and it functioned properly at first—could interact, install software, etc. After rebooting, I couldn’t access the OS. I managed to capture a few boot screen frames before the system restarted. I updated the BIOS to f4a, reset settings, removed the GPU, used only one RAM stick in slot A2, checked the CPU, confirmed no bent pins, swapped SSDs, changed all PSU cables—still stuck in a loop. The motherboard status LEDs showed CPU (1 sec), DRAM (5 sec–10 sec), VGA (5 sec–10 sec), BOOT (<1 sec), then Restart. I can reformat and reinstall Windows, but the problem returns on the next reboot. I’m stuck and don’t know what might be faulty. Need assistance.

It was confirmed that the issue was specifically with Windows 10 version 1607 and the 9800x3d device. Windows 11 and 10 22h2 are both working. Appreciate the update!
