I tried this approach I saw on another forum: first, enabled automatic updates. Then paused and restarted the Windows Update service. After that, I manually checked Windows Update—it failed, so I powered off the PC, applied an update, and it finished. Then I restarted again; Windows Update completed 1 of 19 updates. After that, I rebooted and everything worked. I reset the system to avoid future checks since it's a protected machine used publicly. This should resolve the issue. Forum link provided.
