You have two choices: install from an installation disk or perform a system repair using a system repair disk. I recommend the latter.

Whenever I run an installation disc, Windows and the boot drive switch to an SSD immediately afterward.

When you start from the installation disk, avoid selecting Install now and choose Repair your computer instead. Proceed to Troubleshoot > Advanced options > System restore. Refer to the provided link for details. Scroll down to "Use installation media to restore your PC" for detailed guidance.
