Searching online for the error yields many possible solutions. Have you tried restarting the device? Checking if .net is installed (and ensuring it's up to date?) DirectX available? Executing the application with elevated privileges? Using compatibility settings? Reinstalling the software? Confirming Windows is current? Which application is causing this issue?

Reinstalled the game failed. Restarted the computer several times. DirectX is current. Installed it in admin and compatibility settings; Windows 7 Ultimate is the operating system.

Do you have the game installed on Steam? It might be useful to check the cache if you haven't done so yet.
