It wasn't included... GTA 5 is an older title that predates the release of DX12, meaning it came out before DX12 was available.

They haven't made changes to incorporate it. For a game to use something like dx12, they'd need to add it themselves, which isn't worthwhile unless they're pursuing other visual improvements.

It functions by converting DX11 requests into DX12 equivalents, which reduces performance since DX12 focuses on direct GPU/CPU control that isn’t being leveraged. This results in slower speeds because of the translation layer that essentially changes API names. In short, DX12 gives finer system control, but only if you actively use its advanced features. If you don’t take advantage of them, you won’t see gains—especially since your game runs on DirectX 12 without fully utilizing it for optimization. It’s likely the mod didn’t verify GPU support and simply skipped translation when a DX11 call failed, to prevent crashes.
