I attempt to launch my PC with Windows 8.1 but encounter a warning that MTLDR isn't installed, requiring me to press Ctrl+Alt+Del to restart.

Are you certain it wasn't NTLDR? It essentially indicates the device you're attempting to boot from isn't bootable. See if you have a USB drive or another storage medium connected to your PC that could be used for booting. If it's a USB or similar, remove it first; otherwise, adjust the BIOS settings (such as F1 or F11 at startup) to prioritize your main hard drive in the boot sequence.
