The issue is discussed in a Steam forum thread with around 2,700 comments. Changing to DX10 mode and lowering the GPU clock below stock settings has provided some improvement, though results aren't guaranteed.

I think I'll attempt to lower my GPU's clock speed and observe the results. Also, since I always reinstall drivers with each update, it seems unlikely this is the main cause. I worry it might affect other games too. Switching to DirectX 10 didn't improve things much—just basic graphics quality. No FPS problems at all.
