I've been attempting to set up POP on my XPS15 2019 (7590). At first, I encountered some issues with booting the USB drive. The system displayed a message indicating it couldn't find the mmx64.efi file. To fix this, I modified the ISO image in the EFI directory, creating a duplicate called mmx64.efi. This resolved the boot problem and allowed the installation to proceed. I performed a clean install and later encountered error code 23 during the recovery partition setup. Based on your description, it seems there might be hardware-related issues with the USB or storage drive. You've tried using Rufus and Etcher, but both faced similar problems. Your settings show SATA configured as AHCI and secure-boot disabled. I'm unsure what steps to take next and would appreciate any guidance or clarification.

Check the BIOS settings in Rufus to confirm if it's configured for UEFI or CSM.

Convert the USB to UEFI format and format it as GPT FAT32. Then, drag and drop the files from the ISO image onto the USB drive.
