On Windows 10 version 1903 you're facing problems with 9 Intel Serial IO devices that won't start because of resource shortages. It seems to be checking if the issue is related to your Windows setup, a defective motherboard or CPU, or something more general. I've added Intel Infra, management tools, and serial IO drivers for my board, but the problem persists. Any advice would be really helpful.

You might also want to install the newest Intel ME drivers, which are available on the Win-Raid forums. It’s worth checking if others have encountered similar problems. After updating the firmware, consider resetting the firmware settings and then reapplying them.

Have you tried resolving this problem before? I’m experiencing the same issue too, with my Ethernet connection failing as well. Seven host controllers are malfunctioning—specifically I2C, SPI, and UART. It’s unclear if they’re connected in the same way. Also, I have an Aorus Master Z490.
