I'm trying to install a Windows 10 ISO on an old PC running Windows 7 using a bootable USB created with rufus. I've configured the BIOS to boot from the USB, but when I press any key to start, it reports that BOOTMGR is missing. The USB contains an MBR file intended for BIOS/CSM. I've recreated the boot setup four times yet still face this issue. Did I miss something?

Instead of installing Windows 10 manually, try Rufus; use the Windows Media Creation Tool.

I used it to upgrade my Win7 Pro OEM to Win10 Pro twice (upgraded two PCs).

Not every USB device is immediately functional after manufacturing. Using the free easybcd version allows you to create a new MBR for any disk without risking data loss. Just ensure you select the right target disk carefully.
