I considered starting as a simple hobby to watch videos, but I’m not sure how to begin from a hardware point of view. I understand mixing, camera, and lighting, but do I really need any equipment for my computer? It’s an origin chronos v3 with the i9-13900ks and a 4080.

Begin with what you currently have and let your friends observe and share their insights.
Note any concerns or issues each person mentions.
Proceed by testing different hardware and settings to address the challenges.
This process might uncover additional problems or complications.
If a problem persists despite your efforts, search for specific hardware that could resolve it.
Avoid rushing through the evaluation.
The goal is to prevent one issue from leading to another, creating a cycle of troubleshooting.
Learning this way will deepen your understanding of streaming and improve your skills.
And eventually, you’ll likely identify the necessary equipment or adjustments.

You don’t have to use a separate card. Your motherboard only has one PCI slot, and the graphics card is occupying it.

I wouldn’t anticipate such a setup unless there’s a specific need that only dedicated or specialized hardware/software can fulfill. That would be venturing too far ahead.
Begin here:
https://restream.io/blog/streaming-setup...ive-video/
The article emphasizes that for a beginner, you require five essential elements to go live: a camera, streaming software, a microphone, a computer, and a reliable internet connection. You can also incorporate accessories that will significantly enhance the quality of your live stream with minimal effort.
A quick checklist from that source includes: camera, streaming software, microphone, computer, and good internet connection. The term “good” here is somewhat flexible and depends on measurable performance standards.
As you continue researching and gaining knowledge, perform more targeted searches for detailed information.
Organize your plan then test it using free or trial tools available. Start simple and gradually move to more complex configurations. Be prepared for occasional adjustments.
Always remember to safeguard any critical data stored on the streaming computer by maintaining backups in separate locations, ensuring at least two verified recoverable copies.
Also consider network and system security to protect your setup.

I think you're referring to a PCI-E Capture Card, but actually, you don't need one. With a very strong PC, you should focus on that first before purchasing additional hardware.
