I understand adding heatspreaders to those modules makes sense at 1.6V, especially with enough airflow. But as I mentioned earlier, 1.6V seems extra for 1600MHz anyway.

Absolutely in agreement. A component needing 1.6V to reach 1600MHz would not have cleared the quality assurance checks.

Are the cooling fans and airflow functioning properly? Is the BIOS setup secure? The room temperature is around 22-23°C.
