It's better to revert the IGPU speed to its default setting. Of course, my goal isn't to harm the system.

I tested the CPU again using an Intel XTU and it hit 3.98 GHz across all cores. Is that normal? The standard is usually around 3.8 GHz.

If I were speaking my mind, I wouldn't be spending effort trying to push an unoverclockable chip. That’s especially true for chips made by the Haswell lineup. If your RAM comes with an XMP profile, go for it. Without one, it reveals a lot about the manufacturer—so I’d stick to the standard voltage instead of risking damage. You can tweak timings slightly, but the jump from 1600MHz to 1648MHz on Haswell isn’t worth it. It’s like turning your RAM into a time bomb with no real gain. Return to stock voltage and check timings, then experiment cautiously while keeping voltage steady. Regarding BCLK speeds, the improvements are minimal compared to the performance you already get from a 3.8GHz processor. This can disrupt your system without offering meaningful benefits. A modest 100MHz increase on a chip already clocking 3.8GHz isn’t impressive. For better results, consider selling the 4790 and investing in a higher-end model like the 4770K or a cooler-enhanced 4790K with proper overclocking. If you still want to push RAM speeds, use the built-in XMP settings, adjust timings without changing voltage, or upgrade to better RAM. You’re on a Z97 board—while it’s decent for VRM cooling, it won’t handle extreme overclocks safely. A standard cooler should suffice for achieving solid overclocks on a Pentium G3258. By default it supports overclocking, the base clock runs at 2.5 GHz, the default turbo clock is 3.3 GHz, though I’m unsure how to adjust it to 3.5 GHz since it’s always running.

DDR3 performed well at up to 1.65V. Going to 1.6V won’t harm it, though it’s not ideal. The main issue is that 1.6V at around 1600MHz adds no benefit.

If the RAM has stock green memory, but lacks an XMP profile, it’s likely a bare chip, which can struggle with heat management from 1.6V. Even if possible, lowering DDR3 to 1.6V feels risky. The CRJ200 is designed for high-altitude use—41,000 feet—and we should check how it performed there.
