The Performance Core Clock is a base frequency, while the Performance Boost Clock is an enhanced version designed to improve performance.
Core clock represents the lowest assured speed. Boost clock functions somewhat like a flexible, self-adjusting overclock. When the GPU stays sufficiently cool, it raises its speed automatically. The stated frequency is the upper limit it can reach.
They no longer rely on a fixed core clock. The CPU adapts to conditions by optimizing performance. It acts like self-overclocking, with the core speed changing based on workload and cooling. On my old 3900X, it seems to run at either its rated speed or lower, depending on what it's doing.
