It seems the update didn’t bring significant changes. The game continued to run on DX11, which explains why Windows 10 didn’t offer a noticeable boost.

I noticed the GPU stats, but why would win8 reduce CPU or GPU performance? Since the drivers match, it shouldn’t affect them.

I think it's similar to Windows 8 offering improved gaming performance compared to 7. The operating system simply runs more efficiently.
