If the system functioned before the installation but failed afterward, it could indicate a short during mounting or damage to a tiny part on the board while installing. Other possibilities include leaving a protruding component behind, not removing a standout properly, or over-tightening the cooler. Before proceeding, remove the board from the case and test if it starts working outside. Start with a basic setup—motherboard, CPU, one RAM stick, GPU—and clear CMOS. Regarding the cooler, note that Zen 2 CPUs' heat spreaders aren't always flat, which can cause high temperatures even with good cooling. If all else fails, consider returning within warranty.
Thank you for your response. Your issue involved tightening each side of the radiator. If one side was difficult to turn, the other wouldn't move and it would come out easily—took about an hour with your old Noctua part.
Consider resetting the CMOS, it's likely to fix the issue. Do you have a replacement speaker or can you add an LED to the circuit?
