It seems to influence steam as well; I hadn’t realized it stopped downloads completely. Instead, the speed gradually decreases until it pauses temporarily. The problem isn’t consistent across my phone, so it likely isn’t related to my ISP—though Comcast is involved.

The only reasonable outcome I see is that the issue lies with my ISP. It just resolved itself again.
