Use diskpart to format the drive as it shouldn’t be read-only or use fat32 during a Windows 10 install. The Diskpart commands should select the disk and clean it. This approach works better than running the setup tool from the command prompt.

Yes, it suggests the system is identifying the unallocated space as part of the hard drive.

You could also attempt conversion to MBR and then revert to GPT (using the same command with 'mbr' instead of 'gpt').

Have you attempted a reset? Also verify there are no configurations restricting access to BIOS or jumper on the drive.
