In short, yesterday I assembled a new PC for a friend using these parts: Ryzen 7 7600 ASRock B650M-H/M.2+ Kingston Furry Renegade 1TB beQuiet!, Pure Power 12M, 80+Gold, 750W Sapphire Pulse 7800XT Corsair Vengeance RGB 32GB DDR5 6000 MHz CL36 Dual Kit (CMH32GX5M2E6000Z36), Corsair 4000D Deepcool AK400 Arctic MX-4. After setup, the fans didn’t spin, only the RAM lights stayed on and the CPU/DRAM LEDs lit up. I noted that both the CPU and motherboard came pre-assembled with the CPU already mounted on the motherboard, but after about ten minutes nothing changed. I reached out to support for advice, suspecting a faulty component. I also tried testing with just one RAM stick, which still failed. When I removed the CPU, I checked for bent pins in the socket, but everything looked normal. As a beginner, I skipped cleaning the thermal paste before removal, which caused slight contact issues. Could wiping that off resolve the problem? (The Arctic MX-4 is non-conductive, so it should work if cleaned properly.) Thanks for your help—have a great day!

Ensure no traces remain, whether it's thermal paste or lint from the cleaning cloth.

I reviewed the list again and didn’t locate the exact model you mentioned. The nearest match was CMH32GX5M2E6000C36. I assumed the list was meant for guidance on compatible speeds and features. Choosing an AMD EXPO ready RAM seemed reasonable. Not using a memory stick from that list might have been a minor oversight.

But if the error led is lit up for the CPU as well, could it be a problem w the CPU?. And I'll check for the debris when I get home from work

I returned the CPU+Mobima unit and received a replacement from my supplier. It functions as expected. Appreciate all the support you provided.
