You performed a fresh Windows installation and considered booting Linux from a USB drive. If you successfully reach the post, the BIOS might be fine. Review the Security Settings in the BIOS—sometimes it defaults to Legacy mode after resetting CMOS. There could also be other BIOS configurations that Windows blocks during startup, though I’m not certain about all of them.

You may need to activate M2 disk as SATA once more... not PCIe. Consider starting with CMS or legacy options. Is your M2 SATA SSD or NVMe? NVMe requires M2 setup to PCIe SATA SSD, depending on your motherboard. If the USB driver you used was built for an UEFI device, you'll have to adjust it during startup.
The startup configuration is set to UEFI + Legacy. The SSD used is a Crucial P2 500GB 3D NAND NVMe PCIe M.2 drive with speeds up to 2400MB/s. I attempted an update via a flash drive, and after installing a fresh Windows installation, the system still won’t boot properly—it remains stuck in the same issue you described.
