It should allow disabling the FPS cap for a fullscreen window with multiple background windows, since they can still affect the GPU's performance even when hidden.

from my understanding, there are no FPS limits active. The Xbox DVR is disabled, Vsync is off, and the monitor runs at 144Hz. I’m not sure why the issue persists—an HD60 GPU should easily exceed 60 FPS.

Verify your refresh rate and ensure it’s configured at 144Hz on Windows. If correct, perform a clean installation of your GPU drivers.

Disabling your secondary monitor(s) will remove that display from your setup, potentially affecting how you interact with it depending on your device configuration.
