The packaging doesn't mention 18-19-19-39, but a 3600MHz kit often uses 18-22-22-42. It's possible you received the incorrect version.

I performed a search using the provided spec details. The Corsair product page displayed latency values of 18, 22, 22, and 42, matching your PC and X570 compatibility. The PCCG site showed slightly different readings: 18, 19, 19, and 39. On PC Case Gear’s description, it lists 18, 19, 19, and 39 along with other specs.
