To modify the BIOS, you usually have to access the BIOS settings, unless your device offers BIOS flashback functionality—which seems unlikely. Could you clarify the specific HP model or details?

It's hard to say for sure because we don't know the exact laptop or PC model. However, you won't be able to run Pop!_OS with secure boot turned on right out of the box. There are more complex options to make it work, but I doubt you're prepared for that. Still, some Linux distributions like Ubuntu, openSUSE, Mint and Fedora support secure boot by default, though not all compatible drivers may be available.
