Yes, you can safely shut down your computer and restart into Linux. The fast startup settings won’t interfere with a clean shutdown, allowing a smooth transition to the new OS.

Filesystems posed more problems in the past, but you should still steer clear of mounting Windows NTFS volumes from Linux r/w when they aren't fully unmounted by Windows. Certain devices might fail or vanish during PCI enumeration after switching from fastboot Windows to Linux. Some Intel/Realtek sound cards are recent examples. But it won't happen right away

You can run NTFS commands that manage Windows unmounting to access the disk. It worked well several times when a customer's laptop wouldn't boot but files were needed, even though Windows blocked access. Regarding your question, yes, you can use fast startup, but with an SSD it makes no significant difference.
