They are not. People need to understand this more often. Sharing media files is breaking international copyright rules, regardless of ownership. The law permits only personal copies and actions like backups or ROM conversions, but never the ROM itself from another person. "Unauthorized sharing of copyrighted content stays illegal," both local laws and the Berne Convention say. Be aware that owning a physical copy in a country without international copyright protection is against the law there. Also, Nintendo officially views all ROMs and emulators as violations of their intellectual property.
It raises an interesting question about jurisdiction and legal interpretation. Legality typically applies within a country’s own framework, especially if international copyright isn’t recognized there. Even without formal laws, physical ownership might still be permissible if no specific regulations exist to prohibit it.
For those looking to mimic but use their N64 controllers, I recently bought the May Flash N64 Controller Adapter for USB and it performed well. It required some adjustments with Project 64 (make sure you’re using the latest features) to get the analog stick functioning properly. Once that was resolved, it was great not to have multiple plastic controllers in my collection.
