No, there isn't. Even without PS3 or 360 emulator. Wait a few more years. Edit: only if the console is really like its predecessor which already has an emulator, the emulator will appear faster. Or if the device isn't powerful enough or a handheld, those tend to launch sooner. For example, Wii launched quickly since GameCube had a solid emulator already. DS also came fast because it wasn't as demanding compared to PCs and consoles of the time.

There's a good ps3 emulator. If you wanna play snake Anyway it was just in the last couple of years that PCSX2 (a great ps2 emulator and a really big project) got polished enough to be enjoyable.
