I've faced a really annoying problem for several months. Changing BIOS settings and restarting doesn't fix it; the issue remains when I clear CMOS and boot without ever using BIOS. Initially, I assumed the AMD AGESA update was the culprit, so I postponed the updates. Now that the latest BIOS versions (like 1.18.AS03) are available, I'm certain the problem still exists. It doesn't seem to depend on the BIOS version either—no changes in BIOS level or updates make a difference. I've tried every BIOS release on the driver and support site for this motherboard before. It previously worked perfectly. I haven't done any overclocking or unusual settings in BIOS. This isn't my first encounter with the same issue; check my other post for details. Is the motherboard faulty? CPU is bad? - I'm completely unsure where to begin. Anyone have any insights? My setup:
- Asrock B650E PG Riptide WiFi (new)
- AMD Ryzen 7600x (new)
- 2x Crucial DIMM 16GB, DDR5-4800
- NH-D15 (previous build, reliable)
- Seasonic Prime TX-750 750W PSU (previous build, reliable)
- GTX 770 (from earlier build)

I've reached out to ASrock support for an update. They suggested checking the motherboard or CPU and recommended filing a return request at the store I bought from. I also spoke with my retailer's technical team, who agreed with the same advice. I sent both the CPU and motherboard back, and after a week they returned the CPU without issues and provided a new motherboard. It arrived yesterday. I rebuilt everything and began testing carefully. Out of the box it came with BIOS 1.07, but no changes made a difference—it booted, allowed me to adjust LED settings in both tools and onboard devices, saved and exited without problems, and restarted normally. After some trial and error, I updated to the latest BIOS (1.18) which turned off the LEDs and ran FanTuning. Saving and exiting worked, but it wouldn’t boot again. Checking the DRAM+CPU debug lights showed they remained active for over 20 minutes before the system froze. Even after clearing CMOS, it still stuck in that state unless I rebooted. This mirrors the problem I faced previously. Honestly, I’m not sure what’s going on. All the changes I made earlier—LED settings and BIOS updates—seemed to help before. The only other adjustments I made were with FanTuning and the tools’ BIOS updater, so it’s possible those could cause issues too. Anyone else have encountered this issue? Do you know of any similar experiences?

It's worth mentioning that even though the built-in background color was active and displayed a rainbow effect by default, once the CMOS cleared it remains inactive and doesn't turn on again.

Another cool thing to note: starting from CMOS clear → BIOS → restoring default bios settings → saving and restarting brings you back to the same issue with DRAM+CPU, but it also restores the onboard rainbow light that had been off since I unplugged the motherboard after getting it.
