I've recently installed a new computer and observed the temperatures rising to 83°C while it runs. This prompted me to halt the test due to the high heat. The CPU is an i9-10980xe and the air cooler is a Cooler Master AirMaster MA610P. Is this temperature typical or should I replace the cooler?

Consider replacing the cooler with certainty—it doesn’t meet the needs of a 10980xe. A suitable alternative is available at the provided link. If you can afford more, the NZXT Kraken X63 model offers a better option.

This cooler had generally weak fans. I've tried one before, but its performance was average at best. The filpo recommended something better, but if you're okay with a decent air cooler—especially with that unique brown Noctua design—you'll be fine.

AVX tasks can heat up a lot, but I won’t think 83 times CPU usage is too bad given your processor count and what you’re doing. If it hit 90-95% instantly, I’d be more worried. Peaks in the mid-80s aren’t a big deal for me, though they might bother some. Consider boosting cooling or lowering voltage to bring temps down. To be clear, my 10900K 5.1Ghz all-core setup reaches about 90% load in Cinebench. But I don’t run Cinebench regularly. In Adobe Premiere, AVX workloads stay around mid-80s, and in games it’s usually 40-65% depending on the situation.

Most Intel CPUs, such as the 10980XE, work best at temperatures below 100°C. You don’t need to invest in an additional cooler. The processor will reduce performance if it overheats. Your current 83°C reading is within the normal range.
