New Windows 10 installation completed. All drivers are current. Steam downloaded and Elder Scrolls Online installed. ESO Launcher works properly. After launching, screen becomes black with the Windows loading symbol. No improvements after waiting an hour. Ability to close via Task Manager exists but results in identical outcome. Looking for possible fixes?

This was one of the first places I looked. The guidance didn't help. I also tried Steam validating local files, but that didn't work either.
