You should note that your PC runs Windows 10 64-bit and you're experiencing the same problem on the newest MacOS version.

Are you verifying how components are used? Are you excluding the SSD entirely? And are you watching videos with significantly reduced quality?

CPU and GPU consumption stays between 40-50% in Task Manager. My 16GB RAM is assigned to Premiere and it doesn’t fully use it. I’m currently deleting the T7 project with all files and assets. Read and write speeds are around 400-500 MB/s using CrystalDiskMark at 1/4 preview or 1/8 when possible, but playback speed doesn’t change noticeably versus Full Resolution.

It seems like the setup isn't that unusual. The main concerns might be the clip length or the performance of your current hardware, especially if you're using a 6-core processor. The 5820k chipset is decent, but older systems can struggle with high bitrates and long files. You might want to check your SSD speed and consider whether the software you're using is optimized for that resolution and bitrate.

What format is this? Reducing it to a more efficient codec such as H.264 usually improves performance. Your processor seems struggling under heavy preview loads—are you only viewing raw clips without any effects or transitions?

I work with AVCHD 1080p60 in Premiere using CUDA acceleration. After further testing, it appears to occur mainly with raw footage longer than 30 minutes or files exceeding 1.5GB. It might be related to drive speed, though I'm not certain. Shorter clips work just fine whether or not effects are applied.
