As I try to fix things, I'm monitoring HWinfo and noticed the Core Effective Clock readings are behaving strangely this time. It seems that when I set an unusual core multiplier, any dynamic underclocking or undervolting halts. Yet, the Effective Clock fluctuates wildly—from the full 3991 MHz during testing in Prime95 to just 36 MHz at idle. What's happening? I checked HWinfo's explanation online, but it didn't clarify much and actually made me more concerned. Am I overreacting? Are my clocks really changing despite the non-stock multiplier setting? Ryzen can shut down parts of its cores to conserve energy. Setting the multiplier to zero forces the clock generator to maintain its regular pulse, but this doesn't affect the other cores' operations.
