I'm working on restoring my high-performance 4.0 GHz OC after updating the BIOS. Of course, I didn't realize that would reset all the BIOS configurations. As I try to fix things, I'm monitoring HWinfo and noticed the Core Effective Clock readings are behaving strangely this time. It seems that when I set an unusual core multiplier, any dynamic underclocking or undervolting halts. Yet, the Effective Clock fluctuates wildly—from the full 3991 MHz during testing in Prime95 to just 36 MHz at idle. What's happening? I checked HWinfo's explanation online, but it didn't clarify much and actually made me more concerned. Am I overreacting? Are my clocks really changing despite the non-stock multiplier setting? The real clock speed is determined by how it's being used.

The system checks the counter during a defined time window, giving an average of all states within that period. HWiNFO v6.13-3955 Beta now displays this data directly. Do you think it’s more accurate than just estimating?

It appears the calculation continues to determine the share of time spent in each power/clock state, along with the frequency within that state to derive the effective clock number. The proportion remains tied to your usage patterns.

Ryzen can shut down parts of its cores to conserve energy. Setting the multiplier to zero forces the clock generator to maintain its regular pulse, but this doesn't affect the other cores' operations.

Yes, and it *is* locked on all cores in the screen shot you posted. clock ≠ effective clock Nothing to worry about just how that proc works

It depends on how long your cores stay asleep, like a C6 state. For you, a stable clock at 400MHz suggests the core is in its C6 state about 90% of the time.
