It seems the license is linked to the initial system's BIOS. Moving the key might not work, as it could be disabled on the original machine.

This claim is incorrect. OEM licenses can be applied to various boards and systems provided the original device is either inactive or taken apart. You might need to reach out to MS, which typically leads to reactivation.
