All motherboards can work depending on the graphics cards, not just the motherboard itself. What you need is two slots and support from AMD CrossFire or NVIDIA Sli/Link tech. However, using multiple GPUs only works for a few games, and their usefulness is fading. The performance boost from extra GPUs is minimal compared to the price.
It varies based on the number of PCIe lanes the system offers, determined by the chipset and processor capabilities.
Also not completely precise. A Zen 2 CPU supports 24 PCIe 4 lanes while the X570 offers 8 PCIe 4 and 8 PCIe 3 lanes, meaning there’s sufficient capacity for dual X16 at PCIe 4. However, other peripherals like sound cards, network cards, or NVMe drives will consume lanes as well.

On Zen, four of the twenty-four lanes are dedicated to the chipset, giving you twenty from the CPU. The surplus lanes from the chipset can support a GPU, though it's not advised, and combining them with CPU lanes isn't possible—they serve different purposes. You won't be able to run 2x x16 PCIe 4.0 or even 3.0 on consumer systems; a HEDT platform is required instead.
