Windows often mixes up and pulls drivers from the repo instead of the newest versions that matched the old CPU. I noticed this repeatedly during multiple CPU changes, both at home and in the office. The most recent instance was when switching from the 5900X to the 5800X3D.
I put the driver in again but my Ryzen power plans disappeared.
