When I download from Steam, the speed keeps decreasing until it hits zero. It rarely reaches or even comes near the maximum download rate. With my Telus fiber connection, this only occurs during Steam downloads, while other files download at near full speed.

Typically, steam downloads work by compressing and installing everything at once, which limits how fast your CPU and storage can handle it. When performance drops to zero, it suggests your hardware isn’t keeping up with the download speed. Linus discusses this in several of his videos, including one on wish.com PC build.

It doesn't seem to be the CPU or storage I'm using. My setup includes an i5-12600k and the game is running on a m.2 drive.

What is your download speed? Even a speed of 12600K can work. While 12600K is impressive, from what I've seen, Steam doesn't typically use half of my i5-12400 on an NVMe SSD.

I received gigabit internet. After downloading from Epic Games, the speed reaches 40 MB/s.

I'll assume that you have checked the steam settings, if you have made sure that there's no speed limitation or have selected the closest server location, that leaves it to issues from steam's side. I mean, my steam download rarely goes above 2mbps (3rd world country and country side), yet my torrent downloads could get up to 3mbps. So, it is possible that steam's servers are slow or too far from your location.
