Download rates on desktop programs are slow, while browsers perform well.
Since the previous day, my PC has suddenly slowed its download speeds for desktop programs. I couldn't open any game launcher and it would freeze in the loading screen during login attempts. My Ookla download tests look normal, and regular browsing seems okay too. The problem appears only with desktop apps—even the Microsoft Store takes a long time to load. After formatting drives and reinstalling Windows 10, the issue persisted. I upgraded to Windows 11 to check if that would help, but it didn’t resolve it. Now I can’t launch Steam because updates aren’t downloading properly. I also updated the motherboard drivers, but nothing worked. I’m unsure if the issue is hardware-related or software. Task Manager shows download speeds stay at zero when using apps like Steam, but improve during speed tests. Any help would be really appreciated.
