I analyzed the changing download speeds over time. Initially, I thought the business connection was throttling me, but sometimes I achieved full performance. Switching to a mobile hotspot usually gave me around 60Mb/s, capped at about 12-13Mb/s (~100mbps). This led me to suspect my laptop wasn’t delivering maximum speed. I changed the GPU mode to Ultimate, which didn’t seem to help much. Performance mode remains set to Turbo. I checked Windows power settings but found no legacy controls left in Windows 10. The network traffic was minimal, and other devices used very little bandwidth. *EDIT* Connecting via mobile hotspot caused my computer to slow down noticeably—mouse movements lagged and animations slowed. One by one, the issues appeared to resolve when using the hotspot.

I faced a similar issue. It turned out the Wi-Fi card was failing. Swapped it out and everything worked again.

Another way to determine if your Wi-Fi is causing issues is by testing with a Wi-Fi adapter or a direct wired link to your router.

In my situation that didn't assist because it seemed to be being connected and disconnected repeatedly, especially with the PCI card, Windows wasn't pleased. This issue occurred consistently not just during Wi-Fi use.
