There’s no built-in feature to fully disable Windows while keeping it active, but you can adjust settings to reduce load. You might control fan speeds via a controller or use power management options to let fans run quietly during downloads. Some programs offer shutdown on completion, which could help if you want to stop downloads automatically.

You might turn off the case fans yourself, though the CPU cooler and Windows would still be active.

As mentioned, the operating system must be active. You can switch off the case fans manually. For the CPU fan, it’s not advised to shut it down entirely. Running at minimum speed is better and provides some safeguards against issues.

After downloading, it remains in the idle state unless you perform additional background tasks such as encoding or mining.

It's worth mentioning that back then you could obtain boards with this capability. They featured a small power chip and a portion of the motherboard that operated independently, allowing basic torrent downloads or lightweight web servers. This enabled you to shut down your main system. However, your computer would automatically enter a low-power idle mode. I use a fan controller on my machine to set a very low-speed profile, which keeps the PC nearly silent—cutting CPU and case fans to around 600 rpm.
