In short, I found this on Reddit about an hour ago. The Microsoft site shows an upgrade option in the installer, and everything is installing via that. Still, Windows Update keeps showing a reserved upgrade message. I think the $Windows BT folder has been created and files are entering it. I’m not sure if activation will happen after it’s done, so don’t worry if it doesn’t. This seems to be the only method that worked for me when other options failed. Other signs include the CMD prompt, a lucky Windows Update install, or just encountering error codes. Usually, those codes clear after a reboot.
