On what connection? Cable or DSL? If you hit your upload cap, your downloads will slow down—this is normal. To resolve this, consider... Switching to a faster speed plan from your provider or opting for a "business" package if uploading matters. Restrict usage so it stays under a specific portion of your limit, like 80%. Enable QoS or another traffic control method on your router to prioritize certain data streams and maintain stable downloads.

It's bufferbloat on your line. You can get a better router and use some bufferbloat mitigation techniques.
