Is this gameplay problematic because it feels essentially unplayable, and I don’t understand the issue?
My system details:
Vega 56
i5 8400
16gb of 2133mhz
500gb ssd
Adjusting settings doesn’t help.

I assume the reason you couldn't hit the enemy with the sniper was some abnormality but watch your own video to confirm what we're seeing, I don't see anything from watching it.  Maybe your free sync/G-Sync settings or a video cable/monitor issue?  It looks like plenty 'o FPS to me.

Change the video driver on the Vega 56 to the latest version from AMD. Adjust graphics settings to medium and observe the results.

Are you looking for freesync monitors? If not, the top choice would be to rely on vsync at 60fps.

Hey, we've discussed this before. It seems like you're repeating it just to see how your system handles it. Since you're using a 75 Hz display, removing the FPS cap and adding extra frames will likely cause stuttering due to CPU limitations. You'll notice your processor reaching full capacity when the cap is off.

Turning off VSync and setting your FPS cap to 75 is the right approach. Your performance will be normal and great when you cap it at the monitor's refresh rate (which you mentioned). Any frame rate above 75 on your screen is a waste of resources.

An i5-8400 is a solid CPU, but pushing FPS without limits can still cause bottlenecks—especially at higher refresh rates. If you're aiming for around 130 FPS, cap it between 90 and 105 using MSI Afterburner. This will help when switching to a 144 Hz monitor.

If screen tearing becomes an issue, enabling VSync might help, though it can add input lag. If you're using a controller, v-sync is worth considering for your 60-75 Hz setup, as I haven't seen any noticeable lag.

Performance varies across games and map areas, especially in multiplayer. FPS can drop to the 90s on certain maps or levels. Higher RAM speeds might help, but it's not a guaranteed fix—your experience with DDR4-2133 is still solid. Upgrading to a Ryzen CPU would be a bigger concern, but for now, your i5 is fine.
