I've recently switched to a gtx 1070ti from a gtx 770, but I'm concerned that my i5 3550 from 2012 might be creating a performance issue. Do you have any insights or suggestions? Could you recommend the top value CPU in terms of performance per dollar or GBP? I'm considering the Ryzen 3000 series as it seems like a good option and it's possible my current CPU is limiting my system's potential. My typical usage is gaming at 1080p with maximum settings for the best visuals.

Yes, the CPU will face a bottleneck with a 1070ti. Yes, 3600 offers the top price available.

Is your setup up to the standards you need? With a mid-range quad-core processor, there might be some limitations, but if everything functions smoothly then it shouldn't be a major concern.

Yes, there is a significant bottleneck present. You can verify this by keeping an eye on GPU usage during gameplay.
The 1070Ti works well even without the newest and most powerful CPU; a Ryzen 5 2600 would be adequate.
Compared to the Ryzen 5 3600, it’s considerably more affordable.
With a solid B450 or X470 motherboard, you won’t need an expensive X570.
Additionally, you’d require upgraded RAM—2x8GB DDR4 2666+, ideally between 3200 and 3600.
