Hi, I typically play Triple A games and rarely experience consistent 100% GPU usage. For instance, in Marvel's Spider-Man, in the city I usually see around 75-90% GPU usage, but it can drop to 60%. However, in indoor environments my GPU usage stays at 100%.
System details: CPU I7 4790K, GPU GTX 1070 TI, motherboard MSI GAMING 5 Z97, RAM GSKILL 8X2 1600 MHZ DDR 3, monitor HP 27xq 144mhz 1440p.

My CPU doesn't hit 100% usage during Spider-Man, usually staying near 80%. Wouldn't it be expected to reach 100% if the GPU is the bottleneck?

Only having one core or thread close to 100% can restrict FPS. Overall CPU consumption doesn't really matter.

Based on my observations, the PlayStation versions tend to strain the CPU.

I've displayed all the cores on the screen and recorded a clip while playing Spider-Man. Please review if it assists in determining whether my CPU is causing a GPU bottleneck.

The game suggests using an Intel Core i5-4670 at 3.4 Ghz or an AMD Ryzen5 1600 at 3.2 Ghz. The CPU you have is superior to the recommended one.

It's important to remember that user experience is the best indicator of how optimized a game is, because suggested specs might not reflect real-world performance. As shown in my profile, I have an i7-8700K and a GTX 1080 SC, yet I still experience some performance challenges.
