Yes, you can achieve around 60 fps with the maximum settings in GTA V. Your hardware specs suggest a solid configuration for smooth performance.

What level of detail are you using? If it's 1080p, then it should work.

Have you verified your own actions? That is the sole evidence you'll possess.

You can confidently run at top performance with 1080p at 60Hz, though pushing the limits heavily taxes the GPU and doesn’t significantly improve visuals. You might need a different CPU if you don’t already own it.

I previously owned the fx8350 CPU, yet during Steam FPS counter it doesn't hit 60 FPS but stays above 30 and 40.

I recommend a new Windows setup. I notice background tasks can hinder CPU speed, especially with lower single-thread performance. If you prefer not to wipe everything clean, consider Razer Cortex. Instruct it to turn off unused features during gaming, which could help free up CPU resources and improve frame rates. The 290x remains a strong card, and at 1080p it should consistently hit around 60fps in high/ultra settings for most games.

Ultra isn't the way. Turning off all advanced options will keep you at 60fps. Even though your FX8350 isn't top-tier, it handles games with 8 threads well, so I’d hold off on spending on a new CPU until Zen and Icelake arrive.

same rig here... 8350, corsair vengeance 16gb, 1600mhz, two 7950s... everything runs at peak except MSAA drops to about 2x during heavy grass areas... yeah, I consistently hit 60fps and higher.
