When i press the power button, the display flickers on and off every 10 seconds to a "GIGABYTE [Insist on Ultra Durable]" screen. I don't know what's wrong. All my cables are plugged in correctly, but my motherboard's red light keeps cycling through CPU --> DRAM --> VGA --> BOOT. It's unclear if the issue is hardware or software. Please help me. Also, the fan turns on and off together with the screen switching on and off.

Welcome to the forums, newcomer!
When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:

Motherboard:
Ram:
SSD/HDD:

PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

You might no longer recognize the boot drive, can you try entering the BIOS? It's possible to disconnect cables or remove the M.2 slot from the hard drive.

Start by using a Windows Media Creation Tool to create a USB flash drive, then attempt to fix your Windows installation on that boot drive with it.
